Indian Express: Supreme Court upholds Delhi L-G’s power to appoint aldermen to MCD

Indian Express reports that the Supreme Court on Monday ruled that the Delhi Lieutenant Governor can nominate persons with expert knowledge to the Municipal Corporation of Delhi (MCD) and no aid and advice of the Council of Ministers is needed for this. The judgement came on the plea of the Aam Aadmi Party (AAP)-led Delhi government challenging Lieutenant Governor V K Saxena’s move to nominate 10 aldermen in MCD without the aid and advice of the Council of Ministers. As per the report, a bench of Chief Justice D Y Chandrachud and Justices P S Narasimha and J B Pardiwala, which had reserved its verdict in the matter, said the “statutory power under 3(3)(b)(1) of the Delhi Municipal Corporation Act, 1957, to nominate persons with special knowledge was vested in the L-G for the first time by 1993 amendment of the DMC Act to incorporate constitutional changes” brought in by Article 239AA and Article 239AB and introduction of Part IXA relating to municipalities. Bangladesh on edge as deadly day of violence kills at least 90, BBC

 

At least 90 people have been killed and hundreds more injured in clashes between police and tens of thousands of anti-government protesters in Bangladesh on Sunday, BBC reports. The unrest comes as student leaders have declared a campaign of civil disobedience to demand that the nation's long-serving leader Prime Minister Sheikh Hasina step aside. The report adds that one key protest leader has called for people to assemble at 11:00 local time for a 'Long March to Dhaka'. The death toll includes at least 13 police officers, and an indefinite nationwide curfew has been put in place to curb further violence, the report says. Read the full report here.

 

Hindustan Times on at least 9 Kanwariyas killed, 8 injured in Bihar, Uttar Pradesh

Hindustan Times reports that at least nine Kanwariyas or Shiva worshippers were killed and eight injured in separate incidents in Bihar and Uttar Pradesh late on Sunday and Monday. In Bihar’s Vaishali district, a music system on a vehicle carrying Kanwariyas came in contact with an 11kv power line and left nine dead. Police said the Kanwariyas were carrying the Ganga water to be offered at the Hariharnath Pashupati Mandir. The incident triggered protests as residents went on a rampage, the report adds. In Uttar Pradesh, a bus carrying Kanwariyas from Ujjain to Ayodhya overturned early Monday morning near Badgaon village in Orai. Read the full report here.

 

Landslides, cloudbursts kill 13 in Himachal Pradesh, more rain on forecast, Hindustan Times

The death toll due to flash floods triggered by cloudbursts in three districts of Himachal Pradesh has increased to 13, Hindustan Times reports. According to the official data, more than 40 people are still missing after a series of cloudbursts occurred in Kullu's Nirmand, Sainj and Malana, Mandi's Padhar and Shimla's Rampur subdivision on the night of July 31. Rescuers have intensified the search operation by deploying more machinery, sniffer dog squads, drones and other equipment, the report adds. Himachal Pradesh has suffered a loss of Rs 662 crore since the onset of monsoon on June 27 till August 4. Read the full report here.

 

Israeli strikes hit Gaza schools, hospital compound after talks fail: The Straits Times

 

An Israeli air strike hit two schools in Gaza City on Sunday, killing at least 25 people, The Straits Times reports, while the Israeli military said it struck a Hamas military compound embedded in the schools. Earlier in the day, an Israeli air strike hit a tent camp inside a hospital in central Gaza. Gaza health officials said at least 44 Palestinians were killed o, the day after a round of talks in Cairo on a possible ceasefire ended without a result. The report says that footage circulated on Palestinian media showed bodies scattered inside the yard of one of two blast-wrecked schools as residents rushed to carry casualties, including children and loaded them into ambulance vehicles that took them to nearby hospitals.
